Increasing the role of the private rented sector
The government’s housing strategy Laying the Foundations confirmed the importance of the private rented sector and the recently published Montague report underpinned this.
A well-managed private rented sector can make a very positive contribution to economic growth and social sustainability, allowing social mobility and near-instant access to accommodation with much lower transaction costs than homeownership. In the current housing market it’s growing in popularity, not simply because would-be purchasers can’t always access homeownership, but as a tenure of choice. Local authorities are beginning to understand its potential, with some delivering their own high quality units for market rent, funded through equity investment. It isn’t only factors such as the current housing market that are driving it: others such as demographics, as more people live longer and on their own, also play a part.
But how should a local authority harness this potential? How should it maximise the role the sector can play in meeting need and underpinning economic growth, and is there a role for housing associations?

Helen Brzozowski has worked in the social housing sector for 14 years. She has been a consultant and trainer for seven years and is a director of arc4. Her expertise lies in the development of products and options to support households to access and move into the tenure of their choice. Her work involves developing new products and evaluating their success, including equity purchase models, rent to purchase models and intermediate rented products. She assists developers, housing associations and local authorities to develop delivery mechanisms and models to create viable schemes and introduce a range and mix of tenures to meet local needs.
